Scaling Quantity Options

This option is very simple. It instructs the Dyno Manager to scale up or down the specified number of dynos at a time, assuming the operation stays within the configured minimum and maximum dyno quantity. If it exceeds the minimum or the maximum dyno quantity, it will simply scale to the configured minimum or maximum instead.
